Growing and dangerous: Police manpower shortages

In recent ICOPs Police Bulletins, we’ve written about the police manpower shortages that are growing and dangerous. Below are several of the resources from varying points of view that we tapped, in addition to those sources we referred to in the Bulletin, notably the Public Safety Labor News (www.lris.com) and American Police Beat (www.apb.com).

• The IACP Capitol Report, “FY 07 Homeland Security Bill on House Floor” (Vol. 5, No. 9, June 2, 2006) - to read it and other articles of the International Association of Chiefs of Police, go to www.iacp.org and click on “Legislative Activities” and “Capitol Reports.”

• The Heritage Foundation, “Congress questions homeland security grants” (Web Memo, No. 1110, June 5, 2006) - go to www.heritage.org/research/homelanddefense to read this and other related articles.

• The Brookings Institution, “Homeland security spending: protecting our cities” (June 3, 2006) and “Homeland security funding: urban area grant maze” (June 9, 2006) - to read these, go to www.brookings.edu, then “Research,” “Defense” and “Homeland Security.”

• The Washington Monthly magazine article “Bush’s War on Cops” - this lengthy article claims that repeated federal directives to local police have taken officers away from their regular duties, and that the feds have not paid for most of these; the magazine criticizes the administration’s critics as well and makes its point clear that patrol officers are taking the heat - to read the article, go to www.washingtonmonthly.com and click on “Print Monthly” and “September 2003.”

Among the other resources we reviewed are: (1) news accounts from print and electronic journalists across the country, (2) the websites of the U.S. Department of Homeland Security and Department of Justice, and (3) the websites and statements of Congressional leaders and Illinois’ Congressional delegation.
